Spain: debate over the Kyoto "invoice"

Meanwhile, several sectors of the economy are protesting the loss of competitiveness that a recent study by PriceWaterhouseCoopers says this implies: a cost of €19.1 billion to Spain from 2008-20012, for losses of one GDP point per year.
