Now that the European Union has ratified the Kyoto agreement, Japan and Russia must sign the agreement to fight the greenhouse effect for it to take effect. Those countries produced 334.5 and 828.4 million tons of greenhouse gases respectively in 1990. Russia has agreed to stabilize its releases, i.e. 0% reduction, whereas Japan will reduce its releases by 6%. The European Union released 1,157.4 tons of greenhouse gases in 1990 and has agreed to reduce that amount by 8%.
