The European Union commissioner of transport and energy, Loyola de Palacio, stressed that Europe needs nuclear power to reduce carbon dioxide emissions in line with its commitments under the Kyoto Protocol.
"Neither Spain nor Europe can do without nuclear energy if we are to comply with the Kyoto Protocol", stated Mrs. De Palacio. The commissioner added that Spain has already exceeded its emissions quota for fossil fuels. By signing the Protocol, her country agreed to reduce emissions by 15%.
